Land Use Planning

On April 1, 1996, STC began providing planning services on a part time basis to communities in southeast Steuben County under contract to Three Rivers Development Foundation. STC staff works with the Towns of Campbell, Caton, Corning; and the Villages of Addison, Painted Post, and Riverside. Services include assistance with master plan and land use law updates, site plan and subdivision reviews, planning and zoning training, and the NYS Environmental Quality Review Act (SEQRA) process.

During 1999-2002, STC worked with the Towns of Caton, Hornby, and Lindley on the Cooperative Rural Futures Project to develop master plans protecting their rural way of life.  These were prepared with funding from the NYS Department of State Quality Communities Demonstration Program.

More recently, STC undertook the Southeast Steuben Success (SESS)  Project.  Expanding the Three Rivers Development/IDA commercial and industrial site inventory into the Steuben County Site Finder, organizing Development Opportunity Tours, undertaking Business Retention/Expansion Surveys, and drafting the Campbell Economic Development Strategy are all products of this project that was completed in 2005.

A model for grassroots environmental protection and rural economic development. Provides technical assistance in land use planning, natural resource management, and economic development.
