Transportation
The growth and future prosperity of the three-county region is highly dependent on the availability and adequacy of transportation facilities within and serving the region. With this in mind, STC has played a major role throughout its history in planning efforts directed at highway, air, and rail service for the region.
Currently, STC is represented on the Elmira-Chemung Transportation Council (ECTC) Policy and Planning Committee. Staff serve on various New York State Department of Transportation highway committees, including the Joint New York/Pennsylvania Route 15 Advisory Committee and a similar advisory committee for the Route 15-17 interchange project.
STC created the Regional I-86 Advisory Committee to promote the conversion of the Route 17 Expressway into the Interstate 86 highway. Within the last few years, the I-86 Committee has been expanded to a Statewide Coalition and has created an I-86 Benefit Study. Development is underway on the I-86 Corridor.
The Schuyler-Steuben Transportation Committee was formed by the member counties in 2002 as an outgrowth of the Schuyler-Steuben Rural Transportation Needs Study. STC staff support this two-county committee as it works with DOT on cross-county transportation issues and to meet their identified goals.
In the area of aviation planning, STC recently sponsored a local airport study for the Costa Airport facility in the Town of Erwin. The study paved the way for the Town to acquire the Costa Airport as a Town facility, thus making the facility eligible for Federal Aviation Administration funding.
